A bill recently introduced into the PA State General Assembly would require that all public entities – municipalities, school districts, municipality authorities, etc. – create maps of any buildings occupied by their employees.
According to this bill, known as the “First Responder Building Mapping System Act,” [HB 36 - html / pdf], the maps would be maintained on a secure electronic network operated by the Pennsylvania Emergency Management Agency (PEMA) and would be used by emergency responders for purposes of responding to emergencies.
Somewhat surprisingly, this measure does not represent an unfunded mandate, as the bill explicitly requires that no local agency would be required to map a building unless or until it received funding from PEMA or some other source.
The bill has been referred to committee, so it is preliminary at this point. We will let you know the bill’s status, as it moves along.
